The Test Your Program
May Not Have Taught You
Literacy testing was rewritten across a dozen-plus states in the last few years, and a great many candidates now take a reading-science test their coursework predates.
This is the whole progression, taught the way the tests assess it.
A standalone reading test is required in some states and not others, and the requirement is moving. Check your state before you plan around it.
What changed
Why There Is Suddenly a Reading Test
A large body of research on how children learn to read moved into state policy over the past several years.
The tests moved with it. Program curricula have moved at very different speeds.
Texas introduced a standalone Science of Teaching Reading test in 2021. Massachusetts and more than a dozen other states require a Foundations of Reading test. Georgia added its own reading-fundamentals assessment. California retired the reading instruction assessment it had used for years in favor of a literacy performance assessment or a foundations test. And the elementary tests everywhere carry reading-science sections that did not look like this a decade ago. The result is a specific and common problem: a candidate finishes a preparation program, takes a test on material the program taught differently or not at all, and cannot work out from a score report what they were supposed to have known.
A note on what this page is and is not. It teaches what these tests assess, thoroughly and in their own terms, because that is what a candidate taking one needs. It is not a position paper, it does not tell you your program was wrong, and it does not name or disparage any curriculum. If the material here differs from what you were taught, the useful fact is simply that the test asks for this.

What is on it
Phonemic Awareness Through Comprehension
The tests follow a progression, and they examine each stage on its own terms — what it is, how it develops, how you assess it, and what you do when a child is not where they should be.
Phonological and phonemic awareness
Hearing and manipulating sound in spoken language before print is involved at all — syllables, onset and rime, blending, segmenting, deletion and substitution. The distinction between phonological and phonemic is examined directly, and it is the one candidates most often blur.
Phonics and word recognition
The alphabetic principle, letter-sound correspondence, decoding, syllable types, morphology, and the progression from a taught pattern to automatic recognition. Including where irregular words fit, which is not where most people assume.
Fluency
Accuracy, rate and prosody together, why it is the bridge rather than the goal, how it is measured, and what a fluency problem is actually a symptom of — often not fluency.
Vocabulary
Breadth and depth, tiers of words, direct instruction against incidental exposure, morphological and contextual strategies, and the relationship to comprehension that the tests probe.
Comprehension
Text structure, background knowledge, monitoring and repair strategies, the difference between a question about a text and a question about reading it, and what comprehension instruction looks like when decoding is the actual problem.
Assessment and intervention
Screening, diagnostic and progress-monitoring purposes; reading the data; multi-tiered support; and the characteristics of specific reading difficulties — the part that connects this material to special education and to the IEP process.
Every claim on these tests is a claim about evidence, so every rationale here says where the key comes from — the research consensus the framework cites, the state’s own standards, or the definitions the test’s own framework sets out. That is the same sourcing discipline the pedagogy questions use, and it matters more here than anywhere else on the roster, because reading instruction is a field where a confident opinion is easily mistaken for a settled finding.

These tests ask you to look at a child’s performance and decide what to do next.
So that is the shape of the practice.
The error, diagnosed
Here is what a student did on a task. What does the pattern of errors tell you about where they are in the progression, and what is the next instructional move? That is the question these tests ask most often, and it is a skill rather than a fact.
The data, read
Screening results, progress-monitoring graphs and item analyses drawn fresh every time, with the questions the tests ask about them — is this student responding to the intervention, and what does the slope actually say?
The open responses, graded
Both of the Foundations open responses and the Texas constructed response are scored by a human against a rubric. Write yours, get it back graded against that rubric with the rubric shown, and write another. Unlimited.
The vocabulary, precisely
This field’s terms are close together and the tests exploit that — phonological against phonemic, decoding against word recognition, a screener against a diagnostic. The distinctions are drilled as distinctions, in pairs, because that is how they are tested.
